Elaine Bispo Smalling has been an active member of ARCS Foundation Tampa Bay since the exploritarity discussions to start a Chapter in Tampa Bay. Elaine served as our Secretary until January 2011. She has participated on several committees and was Co-Chair of Fun and Fashion Down to a Science for both 2010 and 2011.
"In addition to my work with ARCS, I continue to support PACE Center for Girls. I have been fortunate to come from a strong, loving family and feel it's an honor to share that love and support with girls who have not had the same good fortune. I also donate my time to the Portuguese American Suncoast Association so that my girls (Lauren and Ana) will be able to experience part of their family heritage. Another passion that both my husband (Grant) and I share, is our love and support for a very important ministry in our community, Celebrate Recovery. Celebrate Recover at First United Methodist Church in St. Petersburg provides support for families and individuals struggling with all kinds of addictions."
Elaine is Vice President Business Development for The DW Group. She has more than 15 years experience in economic development, working within various industries and government agencies throughout the Tampa Bay region to foster business growth and prosperity in new markets.
Elaine began her career as the Southeast Regional Operations Training Manager for The Body Shop Skin & Hair Care Preparations. She then became a Marketing Manager and Business Development manager for both city and county government, where she focused on international business development, transportation and Foreign Trade Zone utilization. Before joining The DW Group, she served as Vice President for the St. Petersburg Downtown Partnership, a business focused, membership based, non-profit, with the mission to promote sustainable growth and redevelopment in downtown St. Petersburg. She has a Master’s degree in Business Administration from the University of South Florida, with a concentration in International Business.
